What does "dressing in layers" mean?

Dressing in layers means using several different layers of clothing. There may be several layers if the weather demands them. However, three main layers are normally used: the base layer, the mid layer and the cover layer, which provides protection from the weather.

Base and mid layers can be put on and taken off in accordance with the weather conditions and the child's activity. The covering outfit should be sufficiently loose as the warmth of the clothing is based on air trapped between the layers. Different materials and accessories are very important in regulating warmth.
